Selectmen's Meeting Minutes 12/16/02
The Board of Selectmen held a regular meeting on Monday, December 16, 2002 at the C. H. Booth Library, Main Street, Newtown, CT.  First Selectman Rosenthal called the meeting to order at 7:35 PM.

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski,
Selectman William Brimmer

ALSO PRESENT: Finance Director Ben Spragg

VOTER PARTICIPATION –  None present
        
COMMUNICATIONS:  First Selectman Rosenthal received estimated state budget reduction information from CCM.  The Governor had previously rescinded $24 million from the current fiscal year, with an impact to Newtown in the amount of a $76,000 decrease in anticipated revenues.  The Governor is now proposing additional mid-year cuts which could mean up to an $850,000 revenue loss to Newtown, depending on concessions from state employee unions.
        After some discussion, the Board of Selectmen members agreed that the town should impose a hiring freeze for the time being.

ACCEPTANCE OF MINUTES:  Upon motion by Selectman Brimmer, the minutes of the December 2, 2002 meeting were unanimously accepted as presented.

NEW BUSINESS

Driveway Bond Releases/Extensions
Selectman Bojnowski moved to release twelve (12) driveway bonds as outlined on Attachment A.  Motion seconded and unanimously accepted.
        Selectman Brimmer moved to approve one six month driveway bond extension as outlined on Attachment A.  Motion seconded and unanimously carried.
        At a meeting on November 4, 2002, the Board of Selectmen voted to forfeit two driveway bonds for New England Country Homes, which were posted on 5/11/00.  Mr. Charles Spath, Jr. submitted a written request for the Board of Selectmen to reconsider.  Since the Town Engineer was not present, it was decided to invite Mr. Spath to make his request in person at the next meeting.

Childrens Adventure Center Resolution
Selectman Bojnowski moved the following resolution:  RESOLVED that the First Selectman, Herbert C. Rosenthal is empowered to enter into and amend contractual instruments in the name and on behalf of this Contractor with the Department of Social Services of the State of Connecticut for a Child Day Care program, and to affix the corporate seal.  Motion seconded and unanimously carried.



Public Works – Charge for Mylars
The Public Works Department now has a plotter and is equipped to make mylar copies of maps.  They are requesting authorization to charge a fee when the public requests copies.
        Selectman Brimmer moved to authorize the Public Works Department to charge a fee of $5 for each mylar copy.  Motion seconded and unanimously carried.

Police Union Contract
Selectman Brimmer moved to authorize the First Selectman to sign the Agreement between the Town and Newtown Police Union, Local #3153 for the period July 1, 2002 through June 30, 2005.   Motion seconded and unanimously carried.

Legal Matters
Selectman Brimmer moved to enter executive session to discuss legal matters and to invite the Finance Director and clerk to attend.  Motion seconded and unanimously carried.
        Meeting entered executive session at 8:45 pm and returned to open session at 8:55 pm.
        Selectman Bojnowski moved to authorize legal defense in Pond Brook Estates, LLC vs. Newtown Planning & Zoning Commission and in Richard Coburn vs. Newtown Conservation Commission and to indemnify a town employee as discussed in executive session.  Motion seconded and unanimously carried.

Having no further business, the meeting was adjourned at 9:00 pm.
